The Directorates provide: planning for the implementation of activities by country and by region, and pass on guidelines and instructions to delegations for project identification and appraisal; methodological coherence and quality assurance, in collaboration with the Directorate for operations quality support; management of the procedures that culminate in a financing decision; support to delegations that manage devolved programmes, or direct management for operations that cannot be devolved, with a constant concern to maximise results and impact.

These Directorates are responsible for managing the whole of the project cycle, from identification to the final evaluation from headquarters (or on the ground, for devolved operations, via the Commission delegations).
TheDirectorGeneral ofthe EuropeAid Cooperation Office is responsible for all operating budget appropriations falling within the field of activity of the Office and of the European Development Fund.

Unit 04manages cofinancing with nongovernmental organisations (NGOs), support for human rights, the protection of the environment, certain programmes for social and human development and food security, overseeing all horizontal programmes that are not linked to a particular geographical area. In general terms, it oversees coordi nation and the preparation of nongeographical calls for proposals. Implementation is, normally, a matter for geographical Directorates or the delegations.
A single department for handling the Commission’s external aid
In 2004 the European Commission granted some6.9 billion (USD 8.6 billion) in aid, contributing to the development of more than 160 countries, territories and organisations across the globe. That contribution makes the Commission the world’s third largest donor of official development assistance (ODA). In total, the assistance represents 20% of the European Union’s ODA (i.e. donated by Member States and the Commission), and nearly 11% of world ODA to those countries.
The importance of this assistance is well known, and it thrusts the EU to the forefront of the world stage. The pursuit of shared objectives like poverty eradication and the Millennium Development Goals demonstrates the commitment of the EU and its Member States to the core values underpinning Europe’s external actions.
The EuropeAid Cooperation Office was set up on 1 January 2001 to implement the Commission’s external aid more effectively. Its mission is to unify and strengthen Commission capacity to manage external aid, financed by the Community budget and the European Development Fund (EDF).
EuropeAid works within a framework of multiannual programmes drawn up by the DirectorateGeneral forDevelopmentfor the African, Caribbean and Pacific (ACP) States, and the DirectorateGeneral forExternal Relationsother regions in for the world. In 2004 EuropeAid managed twothirds of the Commission’s external 1 actions , overseeing the implementation on the ground of objectives defined by the multiannual programmes.
EuropeAid, which is responsible for all phases of the project cycle, sets up high quality programmes that have a tangible impact on people’s wellbeing. It seeks to maintain a level of efficiency equivalent to the highest international standards and accounts for its actions to Europe’s taxpayers. EuropeAid is committed to sound financial management and transparent procedures for public procurement and grant awards.
EuropeAid also provides technical, methodological and operational support to assist Commission delegations with project identification and appraisal, the preparation of financing decisions, and implementation. Monitoring is carried out through audit and reporting mechanisms to ensure the quality, regularity and effectiveness of implemented actions. EuropeAid systematically integrates lessons learned on the ground, thereby increasing knowhow throughout the system.
EuropeAid collaborates closely with other Commission departments active in external relations, at headquarters and in delegations, and with Member States, especially their cooperation agencies. This collaboration enhances the coherence of European cooperation through the coordination and complementarity of different activities.

Quality and impact of external aid
EuropeAid’s partners have welcomed the improvements in financial performance, the swifter implementation of operations, and simplified procedures. Now they want a clearer view of the quality and impact of the Community’s external aid. EuropeAid’s new organisational structureshould contribute to this.
The geographical organisation – Directorates A to D – enables the whole planning cycle for operations to be managed by headquarters, and methodological support to Commission delegations for devolved programme management to be strengthened. The creation of a specific Directorate to support operational quality (Directorate E) enables thematic and sectoral expertise to be optimised. This support revolves around seven key themes: macroeconomic support; business, trade and regional integration; social and human development; governance, human rights, democracy and gender issues; safety and security and migration; natural resources; and infrastructure. Directorate E disseminates guidelines and intervention strategies, checks the quality of individual programmes before their implementation, provides support for operations on demand, and measures their impact, and is therefore present at all stages of the quality cycle. This Directorate also manages horizontal thematic networks that capitalise on the expertise of other specialised Commission departments and field experts at delegations.
Before they are adopted, the quality of all new programmes financed by EuropeAid is scrutinised by quality support groups which include representatives from the geo graphical Directorates and the Directorate for operations quality support. An impartial secretariat (from Directorate F) is responsible for coordinating the activities of these groups and for developing the methodological tools.
Close collaboration between EuropeAid, DG Development and DG Relex ensures that resources are used coherently and that individual responsibilities are respected. Activities in a region or partner countries are coordinated by “country teams” under the direction of DG Development for ACP countries and DG Relex for other regions of the world. Sectoral policy definition remains the responsibility of DG Development: EuropeAid’s mission is the implementation of such policies (linking them up and provi ding methodological tools). Horizontal thematic networks ensure overall coherence.
How the EuropeAid Cooperation Office works
The EuropeAid Cooperation Office is aCommission department thatoperates under the responsibility of CommissionerBenita FerreroWaldner, who is respon sible for External Relations and the European Neighbourhood Policy. The office reports regularly on its activities to theGroup of Commissioners responsible for external relations (Benita FerreroWaldner, Louis Michel, Peter Mandelson, Olli Rehn, Joaquím Almunia) chairedbyJosé Manuel Barroso, the President of the Commission.
Improving the management of the Commission’s external aid
EuropeAid enables the European Commission to strengthen and reinforce the presence and influence of the EU on the world stage by ensuring that external aid is managed more efficiently. Several features stand out among the concrete results recorded by EuropeAid since its creation in 2001: the increased responsibility granted to Commission delegations, which now manage 70% of operations implemented under the responsibility of EuropeAid; an increase in staff numbers as part of a shift towards delegations, so that there are now five people to manage each10 million, as opposed to fewer than three in 2001; a substantial increase (of almost 45%) in funds disbursed to aid beneficiary regions and countries; and faster implementation of operations, project completion time having fallen by 28%.
EuropeAid and aid distribution
More than 160 countries, territories and organisations benefit from aid managed by EuropeAid. In 2004 more than 800 financing decisions were taken and some 30 500 payments were made. In 2004 financing of6.9 billion was divided up as follows:

More than1 billion can be added to the above for horizontal actions, particularly regarding food security, migration, cofinancing with NGOs, the environment, and human rights.
EuropeAid information activities
Improving the supply of information about cooperation activities is a priority for EuropeAid. Our website (europa.eu.int/comm/europeaid) is the main portal for institutional and professional partners and citizens searching for information about the implementation of cooperation programmes. The “programmes and projects” pages, for example, provide information about our activities on the ground by region or by theme. Photos showing work at grassroots level can be downloaded from the media library. This website provides operators (the private sector, NGOs etc.) with a powerful tool offering them in real time all the information they need about contract opportunities and the procedures that must be followed: registration forms, model contracts, contract notices, calls for expressions of interest, the results of contract award procedures and so forth.
