The

legal

background

The EGF entered into force at the

beginning of 2007, following adoption

by the European Parliament and the

European Council, and will run until 2013.

Regulation (EC) No 1927/2006 establishing the

European Globalisation adjustment Fund (Offi

cial

Journal of the EU, L 406 of 30/12/2006, p.1) forms

the legal basis for all EGF assistance, and lays down

the procedures for Member States wishing to apply.

The underlying philosophy is clearly stated in the fi

rst

Recital of the Regulation:

Notwithstanding the positive eff

ects of globalisation

on growth, jobs and prosperity and the need to

enhance European competitiveness further through

structural change, globalisation may also have

negative consequences for the most vulnerable

and least qualifi

ed workers in some sectors. It is

therefore opportune to establish a European

Globalisation Adjustment Fund (the EGF),

accessible to all Member States, through

which the Community would show its

solidarity towards workers aff

ected

by redundancies resulting from

changes in world trade

patterns.
