on the adoption of the single programming document for European Social Fund
assistance in Finland concerning Objective 4

The Commission of the European Communities
Having regard to the Treaty establishing the European Community,
Having regard to Council Regulation (EEC) No 4253/88 of 19 December 1988 laying down
provisions for implementingn (EEC) No 2052/88 on coordination of the activities
of the different Structural Funds between themselves and with the operations of the Euro­
pean Investment Bank and the other existing financial instruments (1), as last amended by
Regulation (EC) No 3193/94 (2), and in particular Article 10(1) final paragraph thereof;
Whereas the programming procedure for the European Social Fund, Objective 4, is defined
in Article 10(2) to 10(3) of Council Regulation (EEC) No 2052/88 of 24 June 1988 on the
tasks of the Structural Funds and their effectiveness and on coordination of their activities
between themselves and with the operations of the European Investment Bank and the
other financial instruments f), as amended by Regulation (EC) No 3193/94 (4); whereas,
however, the last subparagraph of Article 5(2) ofn (EEC) No 4253/88 foresees that
in order to simplify and to speed up programming procedures, Member States may submit
in a single programming document the information required in Article 10(2) of Regulation
(EEC) No 2052/88 and the information required at Article 14(2) of Regulation (EEC) No
4253/88; whereas Article 10(1) last subparagraph of Regulation (EEC) No 4253/88 foresees
that in that case the Commission adopts a single decision in a single document covering
the points referred to in Article 8(3) and the assistance from the Funds referred to in the last
subparagraph of Article 14(3), of Regulation (EEC) No 4253/88;
Whereas the Government of Finland submitted to the Commission on 28 February 1995,
the single programming document referred to in Article 5(2) of Regulation (EEC) No
4253/88; whereas thist contains the elements referred to in Article 10(2) to 10(3)
of Regulation (EEC) No 2052/88 and Article 4(1) of Regulation (EEC) No 4255/88;
Whereas the single programming document submitted by the Member State includes
amongst others a description of the priorities selected and the applications for assistance
from the Social Fund (ESF);
Whereas in accordance with Article 3 of Regulation (EEC) No 4253/88, the Commission is
charged with ensuring, within the framework of the partnership, coordination and consis­
tency between assistance from the Funds and assistance provided by the EIB and other
financial instruments, including assistance from the ECSC and other action for structural
purposes;

OOJL 337,, p. 11. Whereas Article 2 (second paragraph) of Commission Regulation (EEC) No 1866/90 of 2
July 1990 on arrangements for using the ecu for the purposes of the budgetary manage­
ment of the Structural Fundsf), as last amended by Regulation (EEC) No 2745/94f) stip­
ulates that in the Commission decisions approving a single programming document, the
Community assistance available for the entire period and the annual breakdown thereof
shall be set out in ecus, at current prices for the year in which each decision is taken and
giving rise to indexation; whereas this annual breakdown must be compatible with the pro­
gressive increase in the commitment appropriations shown in Annex XVII to Decision
95/1/EC (7); whereas indexation is based on a single rate per year, corresponding to the rate
applied annually to budget appropriations on the basis of the mechanism for the technical
adjustment of the financial perspectives;
Whereas Article 1 of Council Regulation (EEC) No 4255/88 of 19 December 1988 laying
down provisions for implementing Regulation (EEC) No 2052/88 as regards the European
Social Fundf), as amended byn (EEC) No 2084/93 (9), defines the measures for
which the ESF may provide financial support;
Whereas a single programming document has been established in agreement with the
Member State concerned through the partnership defined in Article 4 of Regulation (EEC)
No 2052/88;
Whereas the single programming document satisfies the conditions and includes the infor­
mation referred to in Article 14 of Regulation (EEC) No 4253/88;
Whereas all other conditions for the granting of aid from the ESF have been complied with;
Whereas this decision is consistent with the opinion of the Committee under Article 124 of
the Treaty;
HAS ADOPTED THIS DECISION:
Article 1
The single programming document for European Social Fund assistance in Finland, con­
cerned by Objective 4 covering the period from 1 January 1995 to 31 December 1999 is
hereby approved.
Article 2
The single programming document shall include the following essential information:
(a) a statement of the main priorities for joint action, their specific quantified objectives,
an appraisal of their expected impact and their consistency with economic and social
policies in Finland;
The main priorities are:
• anticipation
• vocational training and retraining, guidance and counselling
• promotion of expertise and innovation networks;

IV (b) a statement of the measures to be taken with respect to Aland;
(c) the measures to be taken with respect to each priority;
(d) the assistance from the European Social Fund as referred to in Articles 3 and 4;
(e) the detailed provisions for implementing the single programming document,
comprising:
• the procedures for monitoring and evaluation
• the financial implementation provisions
• the rules for compliance with Community policies;
(f) the procedures for verifying additionallty and an initial evaluation of the latter.
Article 3
Assistance from the European Social Fund ¡n connection with this single programming doc­
ument shall not exceed ECU 84.60 million.
For purpose of indexation, the annual breakdown of the maximum overall allocation pro­
vided for European Social Fund assistance is:

Article 4
The procedures for granting financial assistance from the European Social Fund in relation
to the various priorities and measures forming part of the single programming document
are set out in the financing plan annexed to this decision.
Article 5
The budget commitment for the first tranche amounts to ECU 14.83 million, and payment
of an advance of 50 % of the amount committed shall be made ¡n accordance with Article
21(2) of Council Regulation (EEC) No 4253/88.
Commitments for subsequent tranches shall be based on the financing plan contained in
the single programming document and on the rate of implementation.
V Artide 6
The procedure for granting assistance may be amanded subsequently, subject to the avail­
ability of funds and the budgetary rules, in light of the adjustments decided on in accor­
dance with the procedure laid down in Article 25(5) of Regulation (EEC) No 4253/88.
Article 7
The European Sical Fund concerns expenditure on operations under this single program­
ming document which, in the Member State concerned, are the subject of legally binding
commitments and for which the requisite finance has been specifically allocated no later
than 31 December 1999. The final date for taking account of expenditure on these mea­
sures is 31r 2001.
Article 8
The single programming document shall be implemented ¡n accordance with the provisions
of Community law, including Articles 6, 30, 48, 92 and 93 of the EC Treaty and the Com­
munity directives on the coordination of procedures for the award of contracts.
