The discussion, which took place at all levels and in all Commission bodies prior to the adoption of the programme, bears witness to the importance of what is at stake. The programme is an essential instrument for improving the situation of women at the Commission and reflects the willingness of the Commission to make equal opportunities an important feature of human resources management. Equal opportunities must be achieved in the policies referred to in the programme: recruitment, career, flanking measures to reconcile family and professional commitments. Now that Europe is removing the barriers to closer integration of its vital resources, I am sure that the Commission will remain true to its commitment to progress and, when implementing the positive action programme will demonstrate its ability to overcome the inevitable obstacles to any form of innovation.
