STATE OF NEVADA HOUSING DIVISION REQUEST FOR PROPOSAL RESIDENTIAL ENERGY AUDITOR AMERICAN RECOVERY AND REINVESTMENT ACT FUNDS STATE FISCAL YEAR 2011 Request For Proposal for Residential Energy Auditor Purpose: The Nevada Housing Division (NHD) is requesting proposals from an individual(s) or company to conduct energy audits on various residential properties located in the following service areas, Clark County, Washoe County /Carson City and Elko County/ White Pine County. The purpose of the audits is to develop a list of recommended energy improvements and compare them to those currently utilized by the state’s Low Income Weatherization Assistance Program. Applicant requirements: The audits and corresponding recommendations are to be performed by a Home Energy Rating System certified rater using version 12.85 of the REM/Design energy audit software program developed by the Architectural Energy Corporation. Applicant must not be on the debarred list prohibiting them from participating in federally funded projects. Applicant is responsible for providing all testing equipment and audit software necessary to perform the audits. Request For Proposal for Residential Energy Auditor
The Nevada Housing Division (NHD) is requesting proposals from an individual(s) or company to conduct
energy audits on various residential properties located in the following service areas, Clark County,
Washoe County /Carson City and Elko County/ White Pine County.
The purpose of the audits is to
develop a list of recommended energy improvements and compare them to those currently utilized by the
state’s Low Income Weatherization Assistance Program.
Purpose:
The audits and corresponding recommendations are to be performed by a Home Energy Rating System
certified rater using version 12.85 of the REM/Design energy audit software program developed by the
Architectural Energy Corporation.
Applicant must not be on the debarred list prohibiting them from

Contractor is to conduct energy audits on properties described below and prioritize a list of recommended
energy improvements based upon the building type, utility costs, service area, installed costs, estimated
savings, etc.
Contractor is to coordinate the field audits through the Housing Division’s Weatherization
Program Subgrantees and/or their contractors to identify the units to be audited and scheduling of work.
The number of audits to be performed in each of the service areas is described below:

Contractor is to provide a report describing the following information for each unit being audited
and for which reimbursement is being requested:
a.
Description of Existing Measures
(include KWh of refrigerator).
b.
Description of Improvement Measures
(include evaluation criteria for refrigerator replacement and
criteria used for air sealing).
c.
Useful Life of Improvement.
d.
Cost of Improvement (provide installed cost, includes permits, fees, materials and labor).
e.
Savings attributed to Improvement Measure(s) (assume a discount rate of 3.3%).
f.
Rank the Savings to Investment Ratios (SIR) by improvement measure.
g.
Provide a copy of the REM/Design Data Collection Form to NHD if requested.
h.
List any assumptions (i.e., existing efficiencies, cfm50 air infiltration reductions, costs, savings,
etc., not identified in REM/Design energy audit software program).
Applicants will be evaluated on the following criteria:
Experience:
Please list experience in performing residential energy audits, include number of audits
performed by housing type and for whom the audits were performed (please include name and phone
number of contact).
Please include copies of Home Energy Rating Systems certification.
Staffing:
Applicant is to provide a list of staff members who have experience in performing
residential energy audits and include any training, certifications or licenses they have received related
to performing residential energy audits.
Contract costs: List the costs associated with providing the services stated under the Project
Responsibilities
identified above and other related costs.
Applicant may submit a proposal for one or
more of the service areas.
Please list the costs for each service area separately if submitting for both
service areas.
Submit costs based on building type (single family, multi-family or mobile home),
service areas and include any travel costs as a separate line item. (e.g, $450 per Single Family unit
in
Elko County plus $100/unit for travel costs).
Contract Reimbursement:
Contractor will be reimbursed at completion of work stated under Project
Responsibilities
and following a discussion of the audit recommendations.
Contractor will be
required
to submit an invoice(s) and any other required documentation prior to reimbursement of
costs.
