Commissioner Flynn put forward his hopes for the Year, saying "I am optimistic that 1997 will see the establishment of the European Monitoring Centre for racism and xenophobia which will give us a clearer picture of what we are up against. And as the Inter-Governmental Conference comes to a close this year, let us hope that an amendment will be made to include a clause forbidding racial discrimination in the Treaty itself." Over 350 delegates attended the two-day conference representing national governments, NGOs, trade unions, businesses, educational establishments, the media, local and regional authorities, the European Parliament, the Council and the Commission. There was a huge media response to the launch of the Year, as indicated by the strong presence of Ridderzaal, The Hague - Opening Conference of the European Year Against Racism journalists from across Europe.
