For many years the Commission of the European Communities has
made a point of providing the public with sound information on
the radioactive releases from nuclear facilities and the asso
ciated exposure of the population. Hitherto the emphasis in
published information has always been placed on nuclear power
stations.
However, now that the sharply increased number of nuclear power
stations is giving rise to a heavier demand for reprocessing
of fissile material and steps are being taken to expand capacity
accordingly, analysis of and expert opinion on only part of the
fuel cycle are no longer satisfactory. The Commission is there
fore gradually attempting to cover the whole fuel cycle in its
publications.
Trie Karlsruhe seminar on radioactive discharges from irradiated
fuel reprocessing plants, with its practical and operational
orientation, represents a further step in this direction. More
than 150 participants and a large number of observers have
followed the discussion, conducted by those most directly in
volved, on the problems associated with the treatment of gaseous
and liquid effluent and the establishment of release limits.
The scientific and technical interest of the papers presented,
combined with that of the associated discussions have motivated
the Commission to publish and make generall;/ available an account
of the meeting. The problem dealt with is both topical and of
importance from the radiological view-point and the Seminar Pro
ceedings represent a statement of the position which merits being
brought to the attention of all concerned with the significance
which reprocessing plants have and will have for the health and
ecological impact of nuclear expansion.

Depuis des années, la Commission des Communautés Européennes s'efforce
de donner au public une idée fidèle des rejets d'effluents des instal
lations nucléaires et de l'exposition qui en résulte pour la population.
Jusqu'ici, les centrales nucléaires constituaient l'objet principal de
ses publications.
Mais, dans ce genre d'études, on ne saurait se contenter d'une analyse
parcellaire du cycle du combustible alors que la nécessité de retrai
ter la matière fissile grandit, en raison de la multiplication des
centrales nuoléaires, et que l'on se dispose à accroître les capacités
de retraitement. C'est pourquoi la Commission s'efforce de plus en plus
de traiter, dans ses publications, de l'ensemble du cycle du combustible.
Le séminaire de Karlsruhe sur les effluents radioactifs des usines de
retraitement du combustible irradia est un nouveau pas dans cette direc
tion puisque son programme est axé sur la pratique dans l'entreprise.
Outre un grand nombre d'observateurs, plus de I50 participants ont
suivi les débats des praticiens sur les problèmes posés par le traite
ment des effluents gazeux et liquides ainsi que par la fixation des
limites de rejet.
L'intérêt scientifique et technique des rapports ainsi que les échanges
de vues qui ont accompagné leur présentation ont incité la Commission à en
publier la relation et de lui donner une certaine diffusion. Le problème
traité est actuel et important du point de vue de la radioprotection et
les actes du séminaire représentent un état de la question qui mérite
d'être porté à la connaissance de toutes les personnes préoccupées de
la place que prennent et prendront les usines de retraitement dans l'im
pact sanitaire et écologique de l'expansion nucléaire.

VORWORT
Seit Jahren bemüht sich die Kommission der Europäischen Gemeinschaften,
der Öffentlichkeit ein verlässliches Bild über die radioaktiven Ableitungen
aus kerntechnischen Anlagen und die damit einhergehende Exposition der
Bevölkerung zu machen. Bisher standen in solchen Veröffentlichungen die
Kernkraftwerke im Vordergrund des Interesses.
Eine partielle Analyse und Begutachtung des Brennstoffkreislaufs kann
aber nun, wo mit der stark angestiegenen Anzahl der Kernkraftwerke der
Druck auf die Wiederaufarbeitung des Spaltstoffes zunimmt, und man sich
anschickt, die entsprechenden Kapazitäten auszubauen, nicht länger be
friedigen. Darum versucht die Kommission, in ihren Publikationen mehr
und mehr den gesamten Brennstoffzyklus zu erfassen.
Das Seminar in Karlsruhe über die radioaktiven Ableitungen aus Wieder-
aufarbeitungsanlagen für bestrahlten Brennstoff, mit seinem auf Praxis
und Betriebsnähe ausgerichteten Programm, stellt einen weiteren Schritt
in dieser Richtung dar. Ober I50 Teilnehmer haben, neben einer grossen
Anzahl von Beobachtern, die Diskussion der Praktiker über die Probleme
bei der Behandlung von Abgasen und Abwässern und der Fixierung der Ab
leitungsgrenzwerte verfolgt.
Sowohl die in den Vorträgen enthaltenen wissenschaftlichen und techni
schen Informationen als auch der anschliessende Meinungsaustausch haben
die Kommission bewogen, die Tagungsberichte über dieses Seminar zu ver
öffentlichen und damit einem grösseren Interessentenkreis zugänglich zu
machen. Das behandelte Thema ist aktuell und für den Strahlenschutz von
grosser Bedeutung. Die Berichte stellen eine Bestandsaufnahme dar, die
all jenen nahegebracht werden sollte, die sich der jetzigen und künftigen
Bedeutung von Wiederaufarbeitungsanlagen im Hinblick auf die mit dem
weiteren Ausbau der Kernenergienutzung verbundenen gesundheitlichen und
ökologischen Auswirkungen bewusst sind.
