FOREWORD
In order to increase the possibilities for the academic recogni­
tion of diplomas and study periods within the Community this
report has been drawn up analysing the current situation and
containing proposals for the future.
The Commission was invited to prepare this report by virtue of
the Resolution of the Council and the Ministers of Education
adopted on 9 February 1976. It has been prepared by Mr Edwin Cox,
formerly Administrations Officer of the University of Sussex and
now Dean of Admissions at Goldsmith's College.
The present level of student mobility within the Comunity is far
too small: 0.5% of the total student population. The Commission
is concerned to improve this situation both for students who wish
to study abroad for a whole degree course or for a period of
study. This is an important factor in preparing young people to
live and work in the European Community as it develops in the
future.
I hope that the publication of this report will provide the basis
for the elaboration of further practical proposals at Community
level which could eliminate existing barriers to the mobility of
students, and also provide a Community-wide framework of agree­
ments to facilitate such mobility. Much will depend on the active
interest and support of university teachers and administrators,
and I hope they will play their part in helping to open up the
opportunities for cooperation with their counterparts in other
member countries.
I am grateful to the author of the report and to the national
correspondents in the Member States who cooperated in its prepara­
tion.

DEFINITIONS
In order to avoid unnecessary repetition, some terms of conven­
ience are used: Throughout the text, university is taken to
include all institutions of higher education which are recognized
as such by the appropriate authority in the relevant State.
Ireland means the Republic of Ireland and Germany means the
Federal Republic of Germany. In the United Kingdom where differ­
ent systems of education exist, differences of practice or organ­
ization between Scotland and the remainder of the Kingdom are
made explicit, and the term 'England and Wales' is taken to
include Northern Ireland.
Bilateral is used to mean 'between two parties', even if more
