(Abstract.) — The failure to use the natural environment to the full extent and the wastage both of men and of capital are the outstanding geographical characteristics of under-development. The author examines this in its principal forms in Latin America; he underlines that situations vary from country to country and from region to region. The attention of geographers should be drawn to the regions and pockets of population on the margins of the important economic areas. The dualistic appearances can only obscure the dependence of the more backward societies on those which are more developed. The analysis of the landscapes allows us to measure the degree of control human society has over its environment, and consequently to recognise regional inequalities more easily.
