It is identified in the European Commission's Action Plan for Innovation as one of the prime areas for improvement. One major weakness is a lack of understanding of patents by many European companies. As a result they ao not ben­efit from the huge amount of technical information con­tained in patents, or make the best use of the protection which they offer. Companies are however not helped by the complexity of the patent system as it stands in Europe at present. This issue's dossier looks at the ways patents can IRCs: providing a complete assistance stimulate innovation, and at measures to improve the link package, page 10. between the two. This was also the subject of the Patinno­va '97 conference, held in Vienna in May and organised by the Commission's Innovation Programme together with the European Patent Office, the Austrian Patent Office, and POLICY NEWS 3­6 the Austrian Ministry for Economic Affairs.
