It is identified in the European Commission's Action Plan for Innovation as one of the prime areas for improvement. One major weakness is a lack of understanding of patents by many European companies. As a result they ao not benefit from the huge amount of technical information contained in patents, or make the best use of the protection which they offer. Companies are however not helped by the complexity of the patent system as it stands in Europe at present. This issue's dossier looks at the ways patents can IRCs: providing a complete assistance stimulate innovation, and at measures to improve the link package, page 10. between the two.
