PUBLIC SERVICE COMMISSION OF KENTUCKY REQUEST FOR PROPOSAL (RFP) 1. Invitation to ProposeThe Kentucky Public Service Commission (Commission) is seeking proposals for all consulting services required to perform a focused management and operations audit of East Kentucky Power Cooperative, Inc. (EKPC). EKPC's headquarters are located in Winchester, Kentucky. Each person responding to this RFP is referred to hereinafter as a “bidder” until such time as they may be selected to undertake the engagement. A “Consultant” is a firm that has been selected to undertake the engagement. The Commission will accept proposals to this RFP under the terms and conditions set forth herein. Upon selection to perform the focused management and operations audit, a Letter of Agreement (“Agreement”) will be signed between the Commission, EKPC and the Consultant. This Agreement, described more fully herein, shall comprise the contract for the engagement. 2. Background InformationEKPC is a not-for-profit generation and transmission cooperative supplying electric power to 16 member distribution cooperatives and non-member utilities.
