Background / Why does Stewardship Ontario conduct audits?

Blue Box Program Plan directs Stewardship Ontario to complete residential waste audits
Funded through Effectiveness & Efficiency Fund
Stewardship Ontario uses waste audit data to:
– assess waste generation for setting fees (cross-check with stewards’ reports)
– assess opportunities and priorities to improve recovery
Background cont.
Why do the partner municipalities participate?
Generation and recovery estimates useful for planning purposes
Participation and set out data valuable for diversion policy decisions (e.g. bag limits, user pay)
Monitoring impacts of pilot programs and system changes
Data useful for developing targeted education  campaigns
Meeting requirements for external funding
Program Design and Community Selection Process
SO opted for a curbside waste audit program Can monitor all streams (Blue Box, organics, yard waste, bulky items, garbage) Provides participation and set out information Can tie waste sort results to a specific number of households which yields kg/household/wk generation and recovery figures
Criteria for selecting partner municipalities Geographic location, size, rural vs urban, seasonal pop., level of interest
76 single-family and 44 multi-family audits in 19 municipalities, Jan 2005 to Dec 2007

Sample Area Selection - SF
Criteria for selecting single-family households: – 100 randomly selected homes (10 in a row in 10 sample areas across municipality) – 10 areas should reflect overall housing mix, waste generation behaviour and socio-economic characteristics
4 seasonal audits, same 100 homes
This level of sampling yields statistically significant results for most materials
Avoid homes on busy streets, at beginning of route, with afternoon pick up
Sample Area Selection - MF
Criteria for selecting multi-family buildings
10 randomly selected buildings across the municipality that reflect overall MF housing mix (e.g. condo/rental, high-rise/low-rise, waste generation behaviour, etc)
4 seasonal audits, same 10 buildings
Avoid complexes with shared bins and buildings with commercial establishments
Sampling Protocols
Single-family Collect and sort 100% of waste generated over a two week period. Multi-family Collect and sort 100% of waste generated over a one week period For large buildings, collect 100%, weigh load, and sort 4 x ~100 kg subsamples Average the composition figures from each subsample and apply to entire load
Waste Sorting

Material Categories
Stewardship Ontario uses 98 detailed categories focusing on Blue Box printed paper and packaging
Also measure food waste, HHW, electronics, scrap metal, textiles, sanitary products, etc
Municipalities can reduce costs by scaling down the categories significantly depending on needs
