PREFACE This report forms the Italian contribution to the European Fondation's work on the impact of different systems of workers' participation and control on the improvement of work organisation and work environment. This was one of the themes chosen for the 1978 work programme as a follow-up to the national surveys on developments in work organisation undertaken in 1977. The purpose of this Italian study was to examine the development of " the right to information and consultation " which has been the primary tool employed by the trade unions to intervene in questions ranging from work organisation to control of investment. Since 1969 the power of the unions in Italy to affect decisions previously regarded as the preserve of management has grown , through the mechanism called the right to information and consultation.

This report forms the Italian contribution to the European Fondation's
work on the impact of different systems of workers' participation and
control on the improvement of work organisation and work environment.
This was one of the themes chosen for the 1978 work programme as a
follow-up to the national surveys on developments in work organisation
undertaken in 1977. The purpose of this Italian study was to examine
the development of " the right to information and consultation " which
has been the primary tool employed by the trade unions to intervene in
questions ranging from work organisation to control of investment.
Since 1969 the power of the unions in Italy to affect decisions previously
regarded as the preserve of management has grown , through the mechanism
called the right to information and consultation. This " right " refers
to procedures agreed by the parties in a collective agreement and concerns
certain kinds of information which a firm or industrial group must
provide for the relevant trade union.
This report consists of two parts:
- an analysis of the evolution of these control techniques and
of the state of the debate on participation in the management
of the enterprise in Italy, based on collective agreements
and other relevant documents from 1970 to 1978
- an extension of the analysis to cover developments during 1979.
Following the normal procedures of the European Foundation, the study
was carried out in two stages.
1) The reports were prepared by Elena Pisani of the Fondazione Giacomo
Brodoli ni in Rome.
2) The reports were then evaluated by representatives of trade unions,
employers and government, each of these three groups comparing the - 2 -
resuLts of the study with their respective experience. Each group
gave its opinion in the form of a written evaluation report.
These two stages represent the Foundation's intention to promote an
approach to research which attempts to combine the researcher's study
of the problem with the practical experience of people actively involved
in the field of working conditions. This procedure is mirrored in the
composition of this document which consists of:
- the evaluation reports drafted by the representatives of trade
unions, employers and government following working group meetings
at a seminar held in Rome on 5th and 6th June 1980.
