June 2010 Dear AISD Friends and Family, As representatives of the Community Bond Oversight Committee (CBOC), we are pleased to share with you the results of the recent Bond Programs Surveys. Thank you to those who responded to the survey – your feedback is important to the implementation of current and future bond programs and we truly appreciate your participation. The annual surveys, administered to parents, teachers and staff at campuses with recently completed renovations and improvements, allow us to receive feedback from the community on the progress of the 2004 and 2008 Bond Programs at an individual facility level. Once the survey is complete, AISD staff, contractors and the CBOC go through a deliberate process to review and respond to the feedback provided by the community. The results are first compiled into a report for the review of a subcommittee of the CBOC. After reviewing, the committee meets with AISD staff, including AISD Construction Management Director Curt Shaw, to analyze and discuss on a campus-by-campus basis the specific feedback addressed in the survey. AISD project managers for each facility are informed of any concerns and work with contractors and staff at campuses to resolve the issues. Dear AISD Friends and Family,


As representatives of the Community Bond Oversight Committee (CBOC), we are pleased to

responded to the survey – your feedback is important to the implementation of current and

LAMAR MIDDLE SCHOOL
 
The following issues were identified in the Bond Programs Survey concerning the renovations at
Lamar Middle School. To maintain confidentiality, these issues have been compiled without using
any participant’s exact comment. The feedback on specific issues outlined below was provided by
AISD staff and the project manager for renovations at your campus. Comments relating to topics
outside of the scope of the bond programs are not addressed in this feedback.

Survey participant comments are identified in bold and are immediately followed by AISD feedback
on each comment.


Construction Issues

• Work was not done correctly and contractors had to return repeatedly to address the
problems.

In regards to the door hardware and toilet fixture replacement work, the contractor did fail to
verify certain field conditions that led to an unacceptable installation that had to be corrected.
With several attempts, the contractor corrected all the hardware and toilet fixture deficiencies, as
well as various other end-of-project “punch list” items to satisfy the requirements of the project
construction documents.

• The north parking lot is said to be complete but the work is subpar – the lot is a mess.
The surface is uneven and there are potholes.

The parking lot repair work that was included in the 2004 Bond Program at Lamar was
performed under a separate contract. The AISD project manager for the larger renovation
project will investigate the problems with the north parking lot work, and coordinate the
performance of any remedial work with the school administration.

• Some work is incomplete.

As of today, all known deficiencies have been addressed. If there are any known outstanding
deficiencies, the school administration should contact the AISD project manager to affect a
resolution.

• Assuming due to the bid process, the products used in construction were poor quality
and have not held up well.

All materials used on this construction project were in accordance with the AISD Materials
Standards. Any materials that are showing signs of early deterioration or don’t appear to be
“holding up” or performing properly should be reported to the AISD project manager by the
school administration.

• The contractors have not followed through with promises and work that has been
completed is not done well.

In regards to the work performed under the construction contract, all required work has been
completed and installed to a quality acceptable to the District and typical in the industry. If the
school administration is aware of any sub-standard work that requires the contractor’s attention,
it should be reported to the AISD project manager.

• Is the contractor being held accountable for their work? Is the contractor paid regardless
of the quality or timeliness of work?

The General Contractor (GC) is accountable for all the work that is performed under its contract.
The GC is required to perform the work per the contract documents and must warranty the work
following completion. The District holds the contractor’s retainage money (usually 2.5 percent to
5 percent of the contract price) until all work for a minimum of one year is satisfactorily
completed and any deficient items are corrected. If the GC cannot bring the work to an
acceptable finished state, the District can use the retainage being held to bring in a separate
contractor who can perform the work.

On-time Issues

• Work was not finished by the expected completion date. Why does the construction
process take a long time?

The renovations were completed as quickly as possible with an attempt to impact the campus as
little as possible. Sometimes work is delayed to avoid conflicts with ongoing school operations.
Specific to the Lamar project, some delays were associated with the contractor’s performance
and the need for the contractor to correct door hardware and toilet fixture replacement work.

Safety/Security Issues

• Lights on campus go out frequently.

The scope of work under the 2004 Bond Program did not include any work on the electrical and
lighting systems. A work order may need to be submitted by the school administration to the
AISD Service Center to get the electrical and lighting issues resolved.

• Areas of the parking lot need to be lit better.

Additional site lighting in the parking lot was not part of the scope of work for this project. When
bond programs are being developed, campus administrators are provided with the opportunity to
submit requests for any campus improvements that they feel are important. In addition, facility
condition assessments are undertaken by the District to determine the improvements that are
needed on each campus. These assessments, along with the requests submited by the
campus administrators, are then studied and considered by the Citizens’ Bond Advisory
Committee charged with developing the s
