INTRODUCTION Relevance of the research Since eight decade of XX century role of small and medium - sized business (SMB) and its influence on development of worlds economy is increasing constantly. Many theoretics are interested actively about this phenomenon. One of the main stages of entrepreneurship is establishment of business organization. According to that, small and medium enterprises (SMEs) are treated as integral part of whole entrepreneurship process. SMEs are treated as driving force of many countries economy. One of the main challenges facing European Union member states is the need to boost entrepreneurship. Fostering entrepreneurship is connected with development of the whole SMEs sector. That is one of the ambitious objectives, set by the European Commission. Debating about that in Entrepreneurship in Europe focused on a question why do so few Europeans start own business. Also the same problem is noticed in Lithuania. The analysis of management literature shows lots of changes considering entrepreneurship process. Business organizations face new challenges, which are influenced by the business environment: globalization, hyper competition, fast improvement of new technologies, and formation of knowledge based economy. All these aspects make organizations and their staff to behave differently. Such behavior is described as enterprising. Enterprising behavior has features like: autonomy, innovation, risk tolerance, pro-activeness. Today management theorists are looking for possible effective response of the organizations to such environment. The term enterprising organization is used in modern management literature. Many academic researches (Covin, 2000; Dess 1999; Russell, 1999; Antonic and Hisrich, 2001; Ireland, Hitt and Sirmon, 2003; Zahra, Jennings and Kuratko, 1999; Kirby, 2000) agree that today organizations in order to be successful must be enterprising. Enterprising dimension is not only phenomenon of business area, but are noticed in many others fields of human behavior like politics, culture, social life. Entrepreneurship formation is actual in all types of organizations. Enterprising orientation is connected with creating of enterprising culture. Its a big challenge and entrepreneurs need specific abilities and decisions. Entrepreneurship is described as

constantly changing phenomenon, which gives for the organization competitive advantage against these firms which arent enterprising. Many scholars agree that now we can speak about birth of new paradigm in management science enterprising paradigm. If small business wants to be competitive it must be enterprising. Scientific problem Increased interest in small business and entrepreneurship phenomenon fosters many scholars to discuss about research methodology. Its a lack of unified methodology, which would let to compare data among different countries. During the last twenty years mostly American scholars made the biggest influence analyzing entrepreneurship. But now European researches more and more trying to explore this phenomenon. Also Lithuanian authors analyzed different aspects of entrepreneurship: Markevičius, Strazdien, Kričinas, Lydeka, Stačiokas, Gineitien, Sdius, Ramanauskas, Andriučenka, Garuckas. Problematic of small and medium sized business was analyzed by Pačsa, Sakalas, Venckus, Savanevičien, Bartkus, Ddelien, Adamonien, Barauskas. Aspects of enterprising organization were explored by Duobien, Pundzien, Vaitkevičius, Zakarevičius. In spite of increasing interest, its a lack of more systematic, complex attitude to small business and all entrepreneurship process understanding as one unity. We can describe that as very actual scientific problem. The object of the research of dissertation process of enterprising business formation in firms. The main aim of the research -for Lithuanian small and medium firms prepare model of entrepreneurship formation. In order to implement the aim of the research detailed objectives are formulated: 1.To reveal contemporary viewpoint in entrepreneurship phenomenon, to analyze role of small business in economic processes and explore main problems of them. 2.model how to analyze Lithuanian entrepreneurship processTo prepare research and SMB.

3.According prepared research model identify research level of Lithuanian entrepreneurship process and small and medium sized business. 4.Highlight main factors, influencing Lithuanian SMB and development of this sector. 5.To prepare methodological background in order to formulate model of enterprising business. 6.model of small business in the context ofTo compose enterprising formation contemporary business surrounding.
Methodology and methods of the research In order to solve scientific problem such methods were used: systemic analysis, logical analysis, comparative analysis, statistical analysis, survey method. Summarizing the data of the survey SPSS program package is used. Framework and scope of the research Dissertation consists of introduction, four parts, conclusions, list of sources of information and appendixes (total 132 pages). 207 references are reviewed in the dissertation. There are given 41 pictures, 10 tables and 8 appendixes. In order to reach the aim and solve objectives author followed such sequence. In first part Theoretical aspects of entrepreneurship and small business was presented detailed analysis of terms entrepreneurship and entrepreneur in main economic schools. Also definition of entrepreneurship process is formulated and its varies elements explained. Relation among such factors as entrepreneurship formation framework, entrepreneur and business organization was explained. The influence of small business on todays economy was presented. Another aspect relation between SMEs and entrepreneurship process was presented. Theoretical part is finished by explaining concept of enterprising business. In the second part Research level of entrepreneurship conditions is presented authors composed model how to explore entrepreneurship process in Lithuania. According this model level of entrepreneurship process is implemented.

According the same model in the third part of dissertation survey of small and medium - sized business is performed. Main problems of entrepreneurship process were identified. Fourth part is composed in order to solve these problems by introducing model of enterprising formation in small and medium sized firms in Lithuania. Also possible directions of future researches are presented at the end of dissertation.
