Während der Implementierung der Lokalen Autonomie (1999-2004)]“
selbständig angefertigt und keine anderen als die angegebenen Quellen und
Hilfsmittel benutzt habe. Ich habe diese Dissertation in gleicher oder ähnlicher
Form in Keinem anderen Prüfungsverfaren vorgelegt. Außerdem erkläre ich,

To the Almighty „ALLAH“ who has granted me all these graces to fulfil this
work and who supported me and blessed me by His Power and His Mercy all my life.
To Him I extend my heartfelt gratefulness.
Writing this dissertation has been like a long journey and the voyage rich of
experiences. I could never have reached my destination however, without the support
of people who have been by my side for the past three years. These people I want to
thank and appreciate in this note, firstly I wish to express my deep gratitude and
sincere appreciation to Prof. Dr. Dieter Grunow as my ‘Doktorvater’, who gave me the
opportunity to study in University of Duisburg-Essen, for his continuous support,
encouragement, and lightened my way as well as softened my path during the course
of this endeavour. He is also my promoter who has intrigued my thoughts and travelled
my mind to places that I would never have discovered myself. My deep thankfulness is
headed to Prof. Dr. Thomas Heberer for his willingness to be my Co-Supervisor and
for the support in finishing my PhD. thesis.
I also appreciate for their willingness to share her expertise and to endow her
patience during my field research from higher official in The Ministry of Home Affairs
and The State Ministry of Public Personnel Empowerment of Republic of Indonesia as
well as Regents/Mayors and their staff of local governments in Giri, Prajan, Anom,
Kulon, Alit, and Wetan. I believe if they did not allow me to do this research I could
never have finished this dissertation. The data support from the Centre for Policy and
Population Studies UGM, and Master of Public Policy and Administration UGM, and
Public Administration Institution Jakarta are greatly acknowledged.
I wish to thank Prof. Dr. Sofian Effendi as former Rector of University of
Gadjah Mada (UGM) and Prof. Dr. Agus Dwiyanto as the former Vice Rector for
International Cooperation UGM are persons officially financial support me to take
Ph.D program in Germany however, without the support of both I could never have
