CityofLosAngelesBureauof CWCCGfirstbeganlookingatthedevelopmentofabottom‐upwastewaterindustry Sanitation specificGHGreportingprotocolinMayof2007.InJanuary2008,CWCCGmembersmet CityofSanDiego– withCCARtodiscusshowbesttoworktogethertodevelopawastewaterprotocolthat MetropolitanWastewater wasabottomupestimate,scientificallysound,andrigorouslyreviewedandacceptable Department notonlytoCCAR,buttoARBandEPAaswell.Sincethattime,CCARattherequestof ARBhasundertakenanefforttodevelopaLGOProtocol,whichwouldincludecity EastBayMunicipalUtilities operatedwastewaterfacilities.RecognizingthatCWCCG’splannedeffortstodevelopa District robustprotocolwouldnotbecompleteintimeforARB’sLGOProtocoldeadlinein EasternMunicipalWater summer2008,CWCCGagreedtohelpCCARmeettherequirementoftheLGOprotocol District byprovidinga“PhaseI”protocol.The“PhaseI”protocolwastobebasedonatop‐down approachandexistingmethodologies.SinceJanuary2008,CWCCGhasspentsignificant InlandEmpireUtilities Agency timeandeffortworkingwithCCARonthePhaseIprotocoltomeetARB’sdeadline.At thesametime,CWCCG’soriginalfocusonamorerefinedandrobustbottom‐up LosAngelesCounty protocolhasbeenputonhold.Atthistime,CWCCGfeelsthattheirefforts,expertise, SanitationDistricts andassociatedcosthasresultedinlittletonoprogresstowardsamorerefined wastewaterindustryGHGreportingprotocol.Therefore,CWCCGwouldliketofocusits OrangeCountySanitation District remainingfundsandanyfuturefundssolelyonthePhaseIIprotocoldevelopment.We arehopefulthatfutureeffortsandcoordinationwithCCARwillhelpCWCCGfocuson SacramentoRegionalCounty ourendgoal–anaccurateemissionsaccountingmethodforthewastewaterindustry.
