These proceedings contain papers presented at an European Communities (EC) workshop
on the Computerization of Land Use Data held in Pisa, Italy, 20-22 May 1987. Contributions
from the workshop held in Bonn, Federal Republic of Germany, 1986, are also included.
Computerization of land use data was identified by the Commission of the European
Communities (CEC) in the early 1980's as an important area for coordinated research.
Since then, the CEC has supported an annual series of workshops on this subject to draw
together experiences and to document progress in member states, and to formulate a
framework for the future strategy on computerized land data handling in the EC. In addition,
two major projects - Catalogue of Computerized Land Evaluation Data Bases in the
European Communities and a Digital Soil Map - have been completed.
Compilation of a Land Data Catalogue for the whole of the EC was first suggested at the
ISPRA meeting in 1982 and draft proposals were presented in Montpellier in 1983. The
Catalogue was published in 1986; its compilation and contents are described in detail in
these proceedings.
The digitization of the Soil Map (1:1 000 000 scale) of the European Communities was
initiated as one of the main elements of the CORINE project of Directorate-General
XI/Environment, Consumer Protection and Nuclear Safety. The work has been undertaken
by the Ministry of Agriculture, Bureau of Land Data (ADK) in Denmark. A digital version
of the map is now complete and the database will provide a solid foundation for future land
use planning.
The progress on computerization of land use data in member states has been reviewed
exhaustively throughout the series of workshops. At Montpellier (1983) the work of INRA
in computerizing soil and land data in France was examined. In Copenhagen (1984), the
system developed and operated for Denmark by ADK was demonstrated and progress on
soil information systems in both The Netherlands and the UK was documented. At the
London workshop (1985), the computerization of land use data was put into the wider
context of geographical information systems (GIS) which were rapidly being developed
within the research community at large. The workshop concluded with a demonstration of
a comprehensive soil information system built by the Soil Survey of England and Wales.
The Bonn Workshop in 1986 was a milestone in the work of the Computerization of Land
Data Group. Examples of thematic mapping from the analysis of computerized soil and
land data (in Germany and Italy) were presented. Further developments of national soil
information systems in Community countries (Netherlands and UK) and the publication of
the Land Data Catalogue were notable achievements. Moreover the CEC was also supporting
the collection and computerization of data, particularly for soils, in member states (Greece,
Italy and Portugal) where déficiences had been identified.
At the Pisa workshop, the importance of thematic models for application to EC databases
(soil, climate and land use) was emphasized. The papers which follow cover the main aspects
of the workshop - interpretation of the EC Soil Map; thematic mapping, national case
studies; progress in data collection in member states - in addition to projects of longer
duration such as the Catalogue and the Soil Map.
The increasing problems of agricultural surpluses and burgeoning costs of the Common
Agricultural Policy (CAP) offer a challenge for soil and land evaluation scientists. In search­
ing for solutions, scientific input to the decision support service (DSS) to policy makers
1-becomes necessary. The value of basic soil and land use data for solving agricultural and
environmental problems has never been questioned but progress in computerization now
offers scientists the opportunity to run models quickly and easily to provide decision makers
with soundly based risk assessments and scenarios for alternative land use.
These possibilities ensure a continued role for the Computerization of Land Data Group
and in recognizing this the delegates at Pisa unanimously endorsed a proposal to hold the
next workshop in The Netherlands in 1988 having as its theme 'The application of computerized
soil and climatic data, in combination with other data (e.g. remote sensing), to agro-environ­
mental modelling'.

The organizer E.C. Lãpple (D), opened the workshop and welcomed the participants on
behalf of the Government of the Federal Republic of Germany. He referred to previous
workshops held in Ispra (1982), Montpellier (1983), Copenhagen (1984) and London (1985).
The main aims of the workshop, devoted to agricultural and environmental aspects of
collecting and handling land use data, were discussed by the following contributions:
The computer-based evaluation of an ecological balance for measures relating to or
resulting in changes of the landscape: in the course of a keynote lecture Dr Schaller
(D) explained the results of an environmental impact assessment project;
The relevance of land use data in relation to qualitative and quantitative water manage­
ment: Dr Madsen (DK) and Dr Gardiner (IRL) reported on the situation in their
respective countries;
The development and use of information systems with soil, land use and geographic
data for research, planning and land consolidation projects was presented by Drs Ir
Bregt and Ir van Kleef (NL);
