The European Foundation for the Improvement of Living and Working Conditions has
promoted, within the framework ot its own working programme for 1984, a study
aimed at analysing the situation concerning transportation of non-nuclear toxic
and dangerous goods, substances and waste.
This study has comprised two separate projects: the first concerning the legal
situation in the European Community Member States, the second concerning
technical and safety aspects.
The research on the legal situation, of which this report is part, has been
conducted in nine countries by the following research institutes, co-ordinated
by the research manager Vittorio Di Martino:
- Belgium and Luxemburg - J.P. Hannequart, Geer
- Denmark - Prof. B. Gomard and Assist. Prof. L. Skovby,
University of Copenhagen
- Federal Republic of Germany - W.D. Gehrmann, P.A. Maier, ERCO, Brussels and
Th. Baltes, Saarbrücken
- France - Prof. M. Remond-Gouilloud, Paris
- Ireland Prof. G. Conetti, Prof. M.L. Corbino and
Prof. L. Guglielmucci, Istituto per lo Studio
dei Trasporti nell'Integrazione Economica
Europea, Trieste
- Netherlands - F. van Veen, TAUW-Infra Consult b.v., Deventer
- United Kingdom Prof. M. Forster, Southampton University
This report on the legal situation in the Netherlands has been assessed by the
Dutch Government, Employers' and Workers' organisations.
Further to the preparation of this report a Draft Administrative Order giving
directives for the removal of small quantities of chemical waste, both
industrial and domestic, has been published in the Dutch Official Journal of 1st
November 1986. Following consultation with the interested parties, it could
enter into force in September 1987.
The European Foundation whishes to emphasize that the authors are solely
