In 1990, an European Concerted Action in Air Pollution Epidemiology was established. It was
initially implemented as COST project 613/2 linked to the STEP Programme, but was later run as a
concerted action in the ENVIRONMENT Research Programme of the European Commission. The
main objective of the concerted action is "to improve the quality and effectiveness of
epidemiological research on atmospheric pollution and health through European cooperation".
Technical objectives of the action are:
raising and unifying the standards of study designs, measurement techniques and data analysis
methodologies,
creating an European (including Central and Eastern Europe) network of experts in air
pollution epidemiology,
initiating cross-European multicenter studies in air pollution epidemiology,
identifying and addressing air pollution problems specific to some European regions, and
encouraging the utilization of the unique opportunities of East-West European study
comparisons, and possibilities for semi-experimental studies in Central and Eastern Europe.
No research is funded directly within the concerted action, although shared-cost action projects
which are offshoots of the action have successfully joined the ENVIRONMENT Research
Programme of the Commission.
Within the concerted action, the Commission is assisted in its tasks of coordinating European
Research by a scientific Steering Committee comprising experts appointed ad personam from both
Western and Eastern Europe.
Working groups are established by the Commission on the advice of the Steering Committee to
implement specific tasks. These groups meet at workshops etc. to produce Air Pollution
Epidemiology Research Reports. To date, four working groups have produced reports on: (i)
Exposure Assessment, (ii) Health Effects Assessment, (iii) Study Designs, and (iv) Time-Activity
Patterns.
Three other working groups are currently preparing reports on (v) Socio-Economic and Cultural
Confounders, (vi) Risk Assessment, and (vii) Time-Series Analysis.
In addition, regional aspects of air pollution are treated in special scientific symposia. To date, two
sets of proceedings have been produced following (i) an East European / COST Meeting in Air
Pollution Epidemiology (Budapest, May 1991) and (ii) a Meeting on Air Pollution and Health in the
Mediterranean Region of Europe (Athens, October 1992). This report is the product of the third
regional meeting organised under the concerted action.
