In the fields of solar energy and energy conservation, there is an increasing need
for measurements of optical properties, both for the characterisation of solar and
building components and in component ageing studies. The CEC Joint Research
Centre (JRC) Ispra is working in the fields of solar energy and energy conserva­
tion in habitat and is also developing specialist expertise in optical measurements
to support work in these areas. Several other groups of experts are also working
on optical measurements including the European Solar Collector and System
Testing Group, International Energy Agency (IEA) Task X and standards organisa­
tions such as thel Standards Organisation (ISO) and the Commission
Internationale de l'Eclairage (CIE).
In order to provide an opportunity for discussion between international experts,
and to establish the current 'state-of-the-art' in optical measurements, the Joint
Research Centre organised and hosted a three day workshop on optical property
measurement techniques. The workshop covered measurement techniques and
applications in both the solar and infrared wavelengths and there was also a special
session on glazing. The accuracies, merits and problems of different measure­
ment techniques were discussed and areas for improvement were identified.
These proceedings contain papers presented at the workshop, summaries of the
key points raised during discussions, notes on standards relevant to optical pro­
perties measurements, and details of calibration surfaces and services available
from national standards laboratories. The proceedings are likely to be of interest
to all those working in the field of optical property measurements, and to organisa­
tions responsible for standardization in this field. Contents
