Theh Futures Project earned out under the direction of the Institute for Prospective and
Technological Studies identifies the major challenges facing Europe as we enter the new
decade: new information and communication technologies and biotechnologies,
environmental pressures, the implications of the Euro, all in the context of enlargement
and significant demographic changes. I believe that Europe is potentially strong enough to
meet these challenges. But we need to make sure we use this potential fully to our best
advantage.
Europe will only be able to succeed if it finds the way to mobilise fully the talents and
energies of its people. To help achieve this goal, I launched in January a new initiative to
help create a true European Research Area. This initiative is designed to break
down barriers in research and to work better together to develop the expertise
and creativity in research to its full dimension. This is a key condition to building a
Knowledge-based Society, engaging everyone in making the best of scientific and
technological progress. The Futures Project identifies policy options for Europe to reap the
full harvest of jobs and growth which these advances will make possible.

INTRODUCTION
The next ten years may well turn out to be the fastest changing years for Europe in its history
during peace-time. Information and Communication Technologies are developing at a ferocious
pace. Together with breakthroughs in Life Sciences, these technologies are transforming the way
we live and the way we work, while the single currency, the enlargement of the EU, demographic
changes, sustainability concerns and the wider context of globalisation are transforming our
economy. Each of these "trend breaks" is in itself a challenge. The fact that they will occur
simultaneously over the next ten years, and strongly interact with each other, is even more
challenging for most policy areas and in particular policies relating to technology, competitiveness
and employment.
The IPTS "Futures" Project was launched in mid-1998 exactly to examine the individual and
combined effects of these technological, economic, political and social drivers. Especially,
"Futures" set out to find out what they mean for technology, competitiveness and employment at
horizon 2010. During 1998 to 1999, "Futures" was the major activity of the Institute for Prospective
Technological Studies (one of the eight institutes of the European Commission's Joint Research
Centre). In the process IPTS brought together nearly 200 experts and policy makers, drawn from
industry, academia and government to take part in a series of brainstorming sessions, seminars
and workshops. A series of 11 reports was published. The result is a major benchmarking and
prospective analysis carried out at full European scale.
The aim of the IPTS "Futures" Conference was to discuss the major interrelated questions
analysed by the project and to derive the main messages for policy makers. It brought together
630 decision-makers and experts for an in-depth reflection on the way forward for Europe into the
new millennium.
The following proceedings provide a detailed account of the presentations and lively debates that
took place. We hope it provides a valuable record and reference point for future actions.
