In 1994, the Foundation, in close cooperation with the European Commission (DGV),
took the initiative to start a new project on equal opportunities and collective
bargaining. This initiative reflected the growing significance of the Social Dialogue in
the development of European Social Policy. The European Commission emphasized in
its Fourth Action Programme on Equal Opportunities for Women and Men (1996-
2000) the importance of collective bargaining: 'It is important to ensure that the
equality dimension is adequately reflected throughout the layers of the Social
Dialogue'.
To support the Social Partners in their pursuit of equal opportunities the Foundation's
project will provide an overview of the current legislation and of collective bargaining
practice in relation to equal opportunities in all the 15 Member States. Examples of
good collective agreements in respect to equal opportunities are to be collected and
analysed. As the process of achieving those agreements is as important as the results,
case studies will be carried out in all Member States to investigate the collective
bargaining process. This implies not only agenda-setting and bargaining, but also the
implementation and final results of the collective agreement. Particular attention will be
paid to the involvement of women in the bargaining process.
This report is the first of a range which will be published between now and 1997. It
illuminates the concept of equal opportunities from different viewpoints and deliberates
on the consequences for collective bargaining. The qualification 'good' for a collective
agreement is analysed and implications for the research methodology are discussed.
We hope that this report will clarify the difficult issues the Social Partners have to deal
with when they add an equal opportunities perspective to their negotiations.
