Luxembourg Government was held in Luxembourg from 27 to 29 November 1991. The conference proceedings present the papers
and other contributions in the original languages. Since the texts were finalized for publications on 15 January 1992 they take no
account of any changes which may have occurred since.
The organizers wish to thank the members of the advisory committee for their assistance as well as all other persons who contributed
towards the organization and staging of this conference.
La Conférence internationale «Le Capital Humain Européen à l'aube du 21' siècle» organisée par Eurostat et le Gouvernement
luxembourgeois, s'est tenue à Luxembourg du 27 au 29 novembre 1991. Les actes de la conférence reprennent les interventions
et les communications faites à l'occasion de cette conférence, dans leur langue d'origine. Celles-ci ont été revues à la date du 15
janvier 1992 et ne peuvent tenir compte de l'évolution de l'actualité postérieure à cette date.
Les organisateurs remercient les membres du comité consultatif pour leurs conseils, ainsi que tous ceux qui ont contribué au
déroulement et à l'organisation de cette conférence.

When Eurostat had the idea of bringing together a large number of specialists form various fields for the
first time to discuss population trends in Europe their consequences on the economy and social phenomena
in the European Community, little did it imagine the extent to which political upheavals in various countries
outside the, but not far away, could upset the established trends.
Outside phenomena are always difficult to foresee, but, in the case in question, a crystal ball would have
been needed. The fall of the Berlin Wall, the Gulf War, the rapprochement of the countries of eastern and
western Europe and, finally, the abandoning of the planned economy in the former USSR in favour, like n countries, of the principle of the market economy, are phenomena which, even if they could be
forecast in the long term, were difficult to imagine taking place at such a speed. In these circumstances,
Eurostat's idea would have been a difficult challenge without the participation and cooperation of several
authorities. We therefore wish to address our thanks to the Luxembourg Government, in particular to the
