Norois - Année 1993 - Volume 160 - Numéro 1 - Pages 601-618ABSTRACT English planning law is different from the french law, above all because the provisions of the development plans are not prescriptive, but have only to be «taken into account» among other «material circumstances» relative to the case; the role of the DoE as an appeal authority and of its policy as a guidance for the decisions is also of special importance. Under «That cher ism», the trend was towards simplification and centralisation. In the recent years (90-93) the governement emphasized the idea of a «development plansled» policy, but we think that there is in fact a true continuity within its policy, whith the key role of the idea of « efficiency » and of «streamlining» all the aspects of planning. RESUME La qualité de l'urbanisme anglais tient en partie à son pragmatisme. Les documents d'urbanisme n'ont pas à être «appliqués», mais à être «pris en compte», ainsi que toutes les autres «circonstances matérielles» intéressent le cas, y compris l'évolution de la politique gouvernementale. L'ère Thatcher a été marquée par un double mouvement de simplification et de centralisation.
