Endangered legitimacies This article proposes global interpretation of relations between the elite corps serving the French State over the last two centu ries Based on comparative historiographie and sociological assessment of this period the joint analysis of elites usually stu died separately high-ranking government officials and political figures brings out the overarching continuities and recurring phenomena in the ways various regimes have exercized State power The French governing elites have tried one after the other all formulas for organizing the field of power in force in neighboring countries mainly England and Prussia) but have never succeeded in achieving lasting stability The Napoleonic model was the first approximation of the Prussian model in which State nobility drawn from the ranks of the military was used to anchor the comprise struck between the classes but despite two attempts the model foundered on its failure to reach satisfactory balance between central and local elites or to main tain sufficiently open State nobility The notable country- squire model closest to the English mode of domination based on the central and local prominence of landowing aris tocracy also failed due both to divisions within the landowining class and to its inability to rethink centralized organi zation and arrive at gradual compromise between the new ranks entering the bourgeoisie and the demands of the domina ted classes The last model the republican compromise narrowed the gap between the field of power and civil society by drawing spokes men mainly from the middle classes and notably the professio nal groups It made some steps towards resolving the crises of previous regimes But because the rules of selection for State elites were still narrow access to political parapolitical or judi cial office remained the preserve of the bourgeoisie of the robe Once more the legitimacy of the initial republican formula gra dually declined as little by little the new social functions of the State turned out to be increasingly disfunctional From this stand point the Fifth Republic represents an attempt through the domination of new State nobility to reconcile the various State elites and to adapt them to an urban industrial society It seems however that this formula too is undergoing legitimacy crisis reminiscent of the disrepute of the Bonapartist regimes rejection of centralized State technocracy) of the notables increase in
