Employment Observatory MISEP POLICIES No. 65 Spring 1999 Employment & social affairs Developments at a Glance Belgium: The intersectoral agreement for 1999-2000 signed by the representatives of employers and workers in December 1998 includes basic agreements on wage-cost trends and on efforts in the area of continuous vocational training and employment promotion, as well as proposals seeking to reduce the social burden and relating to evaluation procedures, and also deals with some issues related to working conditions. Denmark: The three new laws which entered into force at the beginning of 1999 mark the beginning of the third phase of the Danish labour market reform. The most important new regulations concern gradual advancement of the activation period for unemployed persons, reduction of the benefit period and qualitative improvement of activation offers. Germany: Because a reduction of the high youth unemployment rate is an absolute social necessity, the federal government has decided to create training and employment opportunities for 100,000 unemployed young people by means of an immediate action programme seeking to ensure training or labour market integration for this target group; the programme entered into force on 1 January 1999. Greece: A special scheme (STAGE) has been introduced to provide unemployed university and college graduates with work experience and opportunities to adapt vocational skills to the needs of the labour market.
