Intelligent Energy Europe (IEE) is the European Unions programme for promoting energy efficiency and renewables. It supports financially international projects, events, and local/regional energy agencies, which promote the smarter use of energy and the growth of renewable energy sources. The Intelligent Energy Executive Agency implements the IEE programme. With more than 40 staff, the IEEA is at the service of all IEE partners by managing the different projects and events funded under the IEE programme, and by disseminating the know-how and best practices which they produce. Strong aspects All target areas of the key action are covered by these projects. A lot of theoretical and analytical work is being carried out by these projects, in particular studies focusing on definitions, national or regional state-of-the-art, existing typologies, retrofitting solutions and decision-making methodologies and tools for its optimisation. Due to the high participation of social housing organisations (SHO), which owe, rent and/or manage buildings and are responsible for the maintenance and improvement over more than 6 300 000 housing units in Europe (2/3 in France), it is expected that the result of these projects will have a wide European impact, contributing to the exchange and share of knowledge and experience in the field across Europe and improving the energy performance of the existing building stock and its inhabitants quality of life. Weak aspects Further needs and geographical areas are still to be covered. Best practice examples and solutions for some areas are still lacking. There are no participants from Finland, Luxemburg and Portugal (EU15), Cyprus and Malta (NMS), Croatia (CC), Iceland and Lichtenstein. 12 partners are participating in more than one project, and one research centre, one SME and one Agency are involved in 4 projects at the same time. These partners are knowledgeable and relevant for the actions, but new participants are also desirable. Among the existing proposals, there is rarely any particularly innovative approach shown. This gives scope and space for new challenges and stimulating ideas as well as for further actions at local and/or regional level in this sector.

The education programme will consist of mixed learning confrontation education as well as e-learning and case studies. The education programme will be adapted to the conditions in the participating countries. There will be a common platform on the internet with guidebook and e-learning and programmes for the confrontation education. The guidebook will propose technical, financial and organisational solutions. The project has gathered 60 best practice examples from across Europe as a basis for the developing of the EI-Education programme and the guidebook.
