This report, which was commissioned under the 1978 programme of work,
forms an addition to the research previously published by the Foundation
on the subject of work organisation and training. It deals specifically
with developments which are taking place in Italy in this field. The
study is divided into three parts:
- the influence of organisational change on training systems
based on an analysis of six case studies
- the definition of a conceptual framework of actual training
needs related to the requirements of organisational change.
- a synthesis of the results of a study of three public voc
ational training centres in Lombardy which examines the
relationships between changes in training needs and the
principles, content and methods on which the public training
system is based.
This study was carried out in two main phases.
1) A report was prepared by researchers from the Istituto di
Ricerca Intervento sui Sistemi Organizzativi (R.S.O.) in
Mi lan.
2) This report was then evaluated by representatives of trade
unions, employers and government, each of these three groups
comparing the results of the study with their respective
experience. Each group gave its opinion in the form of a
written evaluation report. These two stages reflect the Foundation's approach of promoting
a type of research which attempts to combine the researchers' study
of the problem with the practical experience of people active in
the field of working conditions. This procedure is mirrored in
the composition of this document which consists of:
- the evaluation reports drafted by the representatives of
trade unions, employers and government following working
group meetings at a seminar held in Rome on 6th June,
1980.
- the study carried out by R.S.O.
The European Foundation wishes to stress that the analysis and
opinions contained in the study report are the sole responsibility
of the researchers who compiled them.
