At the end of the Third mid-term Community Action Programme, we would like to
give an overview and an evaluation of the activities of the European Expert Network
"Women in Decision-Making" during the period 1992-96.
The goal of this report is twofold:
Firstly, the report describes the activities of the Network and summarises their results.
It then analyses the various working tools, examines the problems encountered and
draws up the consequences of the Network's activities at the European and national
level.
Secondly, the report aims to form a working tool for the future, and this connection,
examines the perspectives and formulates some recommendations for further action.
We, therefore, hope that this report will be accessible to a wide variety of readers, e.g.
women's organisations, journalists and others interested in the topic of women in deci­
sion-making. It should equally be of interest to policy makers, women and men, and to
the European institutions.
The Network was set up in order to put into action the commitments of the Third
Action Programme. This report is therefore based on the relevance of the Network's
activities in relation to the aim of the Third Action Programme (1991-95). The report
examines the general outcome of the different working instruments of the Network and
attempts to determine the trends in this whole range of activities.
The document is structured as described in the following paragraphs. It starts with a
brief description of the setting up of the Network and of its running.
Chapter two gives an overview of the various activities of the Network over the whole
period of its existence. They are grouped by category of working instrument, ie
research, action and communication. For each activity, the goal, a brief description of
the course of the activity and the results are given.
Chapter three attempts to assess these three working instruments on three levels,
through an evaluation the Network's activities, an examination of the impact of the
Network's activities at the EU level and finally, by giving comments on the impact of
the Network's activities at the Member State level.
Chapter four contains some conclusions and perspectives for the future on the basis of
past experience. This chapter also presents suggestions for further actions.
Chapter five contains detailed analyses by the national experts on the impact of the
Network's activities in their respective countries. It also contains a list of the publica­
tions produced by or in collaboration with the Network, a list of the members of the
Network and a brief curriculum vitae of the experts. With this report the European Expert Network "Women in Decision-Making" ends its
activities, in parallel with the Third Action Programme.
We nevertheless hope that the result of four years of intensive work will form the basis
for a new élan in the EU in order to achieve an equal participation of women and men
in decision-making in the framework of the Fourth Action Programme.
We would like to thank all those who, through their collaboration have made our work
what it is.
Our thanks go firstly to Agnès Hubert, who as Head of the Equal Opportunities Unit at
the European Commission contributed to the take-off of the Network and showed a
continuous concern and attachment for its activities throughout all these years. Our
