INTRODUCTION
Relevance of the work Modern society and its organizations are rapidly changing. The global economy and its consequences of integration and growing concurrency are accelerating these changes. All kinds of organizations are influenced by these and other external changes. The internal life of organizations is developing and changing as well. Such circumstances make the organization and its management important. Organizational changes and their management are becoming the most urgent problem in modern managements theory and practice. The strategic foresight of the future success and its development are becoming an activity of the highest priority (Kričinas, 2002). The process of formulating a strategic policy is being recognized in different levels of the society: from the global perspectives and national programs on the governmental level to the regional and local level. Every organization is concerned about development of its strategic role in the society. Because knowledge and information are becoming the vital resources (Drucker, 2001; Zakarevičius, 2002 and etc.), appropriate organization and management of them is considered to be the guaranty of the welfare of every state, organization and individual (Glosien, 2000). Thats why more attention is paid to the acquisition, handling, transmission and usage of knowledge. At the same time there could be recognized the stronger attention to institutions that are traditionally related to knowledge and information. Libraries could be recognized as one of the oldest among such kinds of institutions. Their function to acquire, organize and transmit knowledge and information regardless of their form is unique and makes libraries distinctive from other institutions. The libraries capability to ensure all citizens the access to knowledge and information is becoming especially crucial and important in the coming knowledge society. Libraries have to revise their role and functions in the society and its organizations if they want to meet the globalisation, growing concurrency and other challenges of this society. Having regard that universities have became the main source and engine of intellectual potency of the society, it is very important to modernise the studies of higher education in Lithuania, to assess the current situation, and to stress the spheres and structures in which the most intensive changes should occur.

The library of every university or other institution of higher education (in the dissertation, academic library) remains the most important part in the information provision infrastructure in the society of information and knowledge-based economy. Scientific problem and the level of problem investigation Recognizing themeeting of informational requirements of universities as the main mission of academic libraries, many academic library specialists predict continuing visible changes in the methods of the implementation of this mission. Faced with rapidly growing prices of monographs and printed journals, and their own scarce financial resources, libraries have to find new ways of organising their performance such as cooperating with other libraries and various other partners, and organizing network organizations to assure their users access to knowledge. There are ongoing discussions on the various questions of the library management in the publications of foreign scientists and practitioners. Among these are: works on general library management (Budd, 1998; Brophy, 2000; Evans, 2000; Stueart, Moran, 2002), change management (Day, 1996; Morgan, 1996), strategic management (Corrall, 2000; Johnson 1994), the relationship of library and its users (Charles, 1983), the mission of the library in the information and knowledge society (Brophy, 2001; 2005; Corrall, 1995), development and implementation of practical strategies (Heery, Morgan, 1996), management of academic libraries as institutions (Lewis, 1996), organisational structures (Johnson, 1994; Martin, 1996), human resource management (Paterson, 1999), and leadership (Riggs, 1997). While some of the authors (Bryson, 2001; Bundy, 2002; Johnson, 1999; Nimon, 2002; Ray, 2001; Spies, 2000, Townley, 2001; Wood, 2000) analyse different challenges for the academic libraries in the knowledge economy and try to predict their future, there is a lack of comprehensive analysis of the formation of strategies of these types of libraries in the knowledge society. Despite some achievements in the sphere of automation and creation of joint information networks, the management of Lithuanian academic libraries remains traditional and lags behind the demands of the modern academic libraries. in the universities information infrastructure (Duobinien, Tautkevičien, 2002; Glosien, Krivien, 2005; Janavičien, 1999; Tautkevičien, 2001, 2004; Pupelien, 2003), the evaluation of performance of academic libraries (Rudionien, 1997), changes in this type of library (Pupelien, 2001, 2002; 2004; Duobinienand etc., 2004; Glosiene, Krivien, 2005), strategic management (Pupelien, 2001; Glosiene, Krivien, 2005), the demand for new organizational culture (Pupelien, 2004, 2005), and different forms of management (Pupelien, 2003). Analysing problems related with the development of libraries strategy in the knowledge society, some authors paid attention to the general situation of the development of this society in Lithuania (Gudauskas, 2000), the librarys role and functions in this society, its place in the context of national and global information policy (Glosien, 2000), and the understanding of library as a knowledge institution in the knowledge society (Janinien, 2001). Various more complex problems of Lithuanian libraries and other informational institutions have been analysed more in depth by research from the Institute of Knowledge and the Faculty of Communication at Vilnius University, but the question of what strategic directions academic libraries have to develop to meet the needs of the knowledge societyhas not been researched by this or any other institution or researcher.The proposed research is designed for analysing this problem.The object of the researchdiscover the process of forming strategic directions foris to the development of academic libraries in the knowledge society. The aim of the researchisto formulate the main strategic directions of the worlds most advanced libraries in the knowledge society and to investigate the possibility of implementing these directions in Lithuanian academic libraries. The objectives of the research: 1. Theoretically base the importance of the strategy for the progress of academic libraries in the knowledge society. 2. Todevelop a model of strategic directions for the development of academic libraries in the knowledge society.3. To investigate the possibilities of implementation of this model in Lithuanian academic libraries.

Methods of the research: During the research the following methods were employed: Analysis of scientific literaturewhichexplored the characteristics of the development of the worlds most advanced academic libraries and formed the basis fordevelopment the proposed strategic model. Analysis of documents to analyse and evaluate organisational resources helped of Lithuanian academic libraries during the period from 2001 to 2006. The reports of these libraries published in statistical publications have been analysed. The questionnaire surveyhelped to clarifythe view of Lithuanian academic library managers concerning changes in their libraries and views of managers concerning the possibilities of implementing the proposed strategic model in Lithuanian academic libraries. Methods of statistical analysishelpedto analyse and evaluate relationships between organisational resources of Lithuanian academic libraries and the shift of these resources as the main condition of the model implementation. This method has been used for processing the data of the questionnaires.The research data statistics were processed with the help of software Microsoft Excel and SPSS for Windows. Sources of information For the development of the strategic model of academic library, the analysis of scientific publications in foreign literature has been used. The proposed strategic directions in the developed model have been decided after analysis of the publications in the most current scientific literature. The conclusion of the feasibility of the implementation of the developed strategic model has been made after analysing the data of the questionnaire of the managers of all 30 Lithuanian academic libraries (15 state universities / academies and 15 state colleges). DATA ABOUT THE AUTHOR OF THE DISSERTATION
Janina Pupeliene was born in 1952. She graduated Library and information science studies at Vilnius University in 1976. From 1976 up to 1991 she has been working as a library manager in educational institutions of Klaipda. Since 1991 she is working as library director at the Klaipda University Library, and since 2001 as assistant at the Department of Library science of the Klaipeda University as well. She has prepared and at present is teaching following courses: Library management, Knowledge management, and Library design. From 1999 up to 2001 she was a co-coordinator of the international TEMPUS/PHARE project Management changes in academic libraries. She has participated in various conferences in Lithuania and abroad. She also participated in different seminars and trainings (USA, UK, Sweden, Denmark, Germany), and conducted seminars for library specialists organised by Open Society Institute in Baku (Azerbaijan) and Chisinau (Moldova). SUMMARY OF THE DISSERTATION
1. ANALYSIS OF THE STRATEGIES OF ACADEMIC LIBRARIES This part of the dissertation describes academic libraries as organizations and introduces contemporary approaches to strategy and its importance for the library management. External factors and their impact on perspectives of the development of academic libraries in the knowledge society are analysed. Libraries are accepted as one of the oldest social and cultural institutions in the history of mankind. Their social role and ways of existence have developed in the different civilizations and embraced different forms of media. Being one of the social institutions, libraries are organisations themselves and could be analysed from this point of view. According to the five distinctive types of organizations proposed by P.Zakarevičius (2002), academic libraries could be named as:organizations of social infrastructure, organizations ofstate capital,dependent organizations, organizationshavingdifferent sizeandserviceorganizations. According to P. Brophy (2000), different types of existing libraries have much in common. The common purpose  to provide access to the needed information for the users  can be found in all types of libraries. The main mission of academic libraries is to meet information needs for studies and research in higher education institutions, as described in publications of Lithuanian research (Rudionien, 1997; Janavičien, 1999; Tautkevičien, Chreptavičien, 2001), and is similarly described by most analysed works of foreign authors (Lewis, 1986; Corrall, 1995; Day, 1996; Budd, 1998; etc.), published at the end of the twentieth century. Traditionally academic libraries have been valued according to the richness and value of their collections. In the last decade of the twentieth century a process of orientation towards service and its quality in academic libraries has started. The concept of a service-oriented library as a main strategic direction of modern academic libraries is evaluated in many publications used (Charles, Martell, 1983; Heery, Morgan 1996; Sanderson, 1998; Davies, 1998; Budd, 1998; Ray, 2001; Akeroyed, 2001; Bryson, 2001; Youngman, 2002 etc.). In the more recent publications analysed in the dissertation, (Brophy, 2005 a; Konings, Dekker, 2005; Payne, 2005; Langley, Gray, Vaughan, 2006; Wood, Miller,
