tical officers. There has been much discussion on the question in the course
of European cooperation at EU level, especially where prospects of basing
population and housing censuses on registers are concerned7. Considerable
interest has also been shown in the USA8.
The discussion reflected a mix of optimistic expectations and scepticism9.
Internationally the dominant view was that register-based statistics are sub­
ject to significant limitations and, because of this, very few countries in the
world have gone as far as Denmark in the direction of basing official statis­
tics on registers.
The main objections levelled against register-based statistics, which will be Objections to register

- Intrusion into privacy. A consequence of register-based statistics is that
the bureau of statistics stores a large quantity of information on persons
and businesses, which gives rise to a risk of misuse, i.e. use ofinformation
for purposes other than the presentation of anonymous statistics.
- Public hostility, which follows on from the point featured above. Regard­
less of whether there is any real risk of misuse, hostility can be so strong
as to prevent the collection of data. This and the previous point are dis­
cussed in Chapter 7.
- Data Quality. It is argued by some statisticians that registers cannot pro­
vide adequate precision on the points which are relevant t
