These surveys constitute the first phase of the studies concerned with shiftwork, undertaken on the initiative of the European Foundation. The purpose of these surveys was to obtain a picture of the situation in each of the nine countries and, in particular, to obtain the maximum amount of information on the nature, scale and evolution of shiftworking, on the legislation and collective agreements in this area, on innovations in rotation systems in the length of shifts and in the area of the living conditions of shiftworkers. This study was dealt with in two phases: 1) a report was prepared by a research institute in each member State; 2) all the reports were then evaluated by representatives of Governments, employers and workers, each of these three groups comparing the analysis contained in the reports with the experience of its respective members. If appropriate, the groups made proposals aimed at improving the situation in shiftwork. Each group gave its opinion in the form of a written evaluation report.

EF/80/7/EN PREFACE
This volume is one of a series dealing with the spread of shiftwork in
the manufacturing sector in the member States of the European Community.
These surveys constitute the first phase of the studies concerned with
shiftwork, undertaken on the initiative of the European Foundation. The
purpose of these surveys was to obtain a picture of the situation in each
of the nine countries and, in particular, to obtain the maximum amount
of information on the nature, scale and evolution of shiftworking, on the
legislation and collective agreements in this area, on innovations in
rotation systems in the length of shifts and in the area of the living
conditions of shiftworkers.
This study was dealt with in two phases:
1) a report was prepared by a research institute in each
member State;
2) all the reports were then evaluated by representatives of
Governments, employers and workers, each of these three groups
comparing the analysis contained in the reports with the
experience of its respective members. If appropriate, the
groups made proposals aimed at improving the situation in
shiftwork. Each group gave its opinion in the form of a
written evaluation report.
This method reflects the Foundation's interest in promoting a type of
research which combines the experts' approach to the problem with the
practical experience of people active in the field of working conditions.
The procédure followed in this study of the spread of shiftwork in the
niaiiiifacturirig sector is reflected in the composition of this volume,
whibH consists òf:
1) a synthesis report prepared by the services of the Foundation
as a working document for the evaluation seminar; 2) the evaluation reports by .the representatives of Governments,
■ employers and workers, based on working group sessions during
a seminar held in Dublin at the end of 1978;
3) a study carried out by the Hoger Instituut voor de Arbeid on
shiftwork in the manufacturing sector in Luxembourg·
Those interested in the other studies currently available (in the
original language or in English translation) can obtain them from
the European Foundation.
The European Foundation wishes to stress that the analyses and opinions
contained in the study reports are the sole responsibility of the
institutes which compiled them.
