Description

The remarkable diversity in college preparation programs raises a compelling question: With a finite amount of time and resources, which activities are most likely to improve educational achievement for underrepresented youth in the United States? This book defines and analyzes the parameters of effective college outreach programs. Instead of looking at college preparation writ large, contributors focus on various program components, examining how elements such as academic preparation, culture, family, and mentoring operate within the context of preparation programs and how each contributes—or does not contribute—to program success. By engaging with individual program elements, the contributors provide a means for studying, evaluating, and improving them.

Introduction: Engaging Research and Practice—Extracurricular and Curricular Influences on College Access
Over the last generation, a myriad of experiments have attempted to bolster ac-cess to college. One of the more decentralized and significant attempts pertains to what we call “college preparation programs.” Educational institutions, state and federal governments, and local communities have committed significant resources to the development of a wide array of outreach activities designed to identify and assist underrepresented students in their pathways to college. Pro-grams such as Mathematics, Engineering, Science Achievement (MESA), Up-ward Bound, “I Have a Dream,” Advancement Via Individual Determination (AVID), Puente, College Summit, and an extraordinary number of localized at-tempts have aimed to diversify the population of college goers. Although these efforts are well-intentioned, minority students remain underrepresented on col-lege campuses. Opportunity, access, and attainment for minority students con-tinue to fall below the levels afforded White and Asian American students (American Council on Education, 2002). Indeed, by the time children enter kindergarten, disparities in achievement among Whites, African Americans, and Latinos have already appeared. This “achievement gap” has been called theeducation issue of the new millennium in policy circles and popular media (James, Jurich, & Estes, 2002). To be sure, college preparation programs cannot be blamed for the con-
