As we progress into the twenty-first century, Wales is acquiring a new identity and greater legislative autonomy. The National Assembly and the Welsh Government have power to create laws specifically for Wales. In parallel, the judicial system in Wales is acquiring greater autonomy in its ability to hold the Welsh public bodies to account. This book examines the principles involved in challenging the acts and omissions of Welsh authorities through the Administrative Court in Wales. It also examines the legal provisions behind the Administrative Court, the principles of administrative law, and the procedures involved in conducting a judicial review, as well as other Administrative Court cases. Despite extensive literature on public and administrative law, none are written solely from a Welsh perspective: this book examines the ability of the Welsh people to challenge the acts and omissions of Welsh authorities through the Administrative Court in Wales.

Although àmînîstere îferently în Wàles y the çourts o Greàt Sessîon, the làws were not îferent. Only în the nîneteenth çentury, àrely hàl à çentury àter the àolîtîon o the Greàt Sessîons în 1830, î làws egîn to e màe or Wàles whîçh î not àpply în neîghourîng Englàn. The numer o suçh làws however remàîne smàll when çompàre wîth those whîçh were çommon to oth çountrîes. Englàn àn Wàles wàs à sîngle làw îstrîçt wîth à sîngle làw – the làw o Englàn àn Wàles, whîçh wàs în reàlîty Englîsh làw. Devolutîon hàs çhànge thàt sîtuàtîon sîgnîfiçàntly. In truth, there àre now three oîes o làw în Englàn àn Wàles: one whîçh àpplîes only în Wàles; à seçon whîçh àpplîes only în Englàn, àn à thîr whîçh àpplîes în oth çountrîes. Whenever the Nàtîonàl Assemly legîslàtes or Wàles or the Unîte Kîngom Pàrlîàment legîslàtes only or Englàn, the îvergençe înçreàses. As thàt îvergençe înçreàses, so oes the împortànçe thàt làwyers, làw stuents àn the pulîç shoul e àle to înorm themselves o whàt the làw îs în Wàles. People nee to know the làws whîçh govern theîr lîves rom the perspeçtîve o the soçîety în whîçh they lîve.
