1. Syftet med denna manual är att ge riktlinjer för hur man bör inhämta och bearbeta
uppgifter avseende FoU- och innovationsverksamhet i regioner. Målgrupp är alla berörda
parter i EU:s medlemsstater samt internationella och överstatliga organisationer.
2. Både FoU och innovation har en betydelsefull regional dimension. I och med den
växande insikten om sambandet mellan FoU- och innovationsverksamhet å ena sidan och
ekonomiskt välstånd och tillväxt å andra sidan, har den regionala dimensionens betydelse
mer än tidigare kommit i blickpunkten. Lokal teknisk kompetens påverkar inte bara
regionens utveckling utan har även konsekvenser för ekonomin i hela landet. Det finns en
omfattande efterfrågan på lämpliga indikatorer på FoU- och innovationsverksamhet, i syfte
att ge värdefull information till beslutsfattare vars ansvar sträcker sig bortom regionens
gränser.
