At its meeting of 13 June 1985, the Council of Employment and
Social Affairs Ministers requested the Commission of the
European Communities to determine the extent to which statistics
of the registered unemployed are affected by programmes to
combat unemployment and to establish, if possible, whether the
validity and comparability of data can be improved in the light
of these programmes (Document 7574/85 (SOC 204) of the Council
of Ministers).
The Statistical Office of the European Communities has therefore
commissioned experts for each Member State to draw up a list of
the most important measures existing in their country, to
describe the main features of these measures and to indicate how
the persons involved are treated in the main statistics of
employment and unemployment.
The guidelines for the work have been established on the basis
of the international recommendations for labour statistics and
in close collaboration with the secretariat of the International
Labour Office which initiated similar studies for Sweden,
Finland, the United States of America and Australia.
Dr. Heinz Werner from the Institut für Arbeitsmarkt- und
Berufsforschung der Bundesanstalt für Arbeit (Labour Market and
Occupational Research Institute of the Federal Employment
Service) was given the task of coordinating the work and drawing
up this summary report.
The studies on which this report is based were financed by
EUROSTAT. The results presented are however the responsibility
of the experts concerned and do not commit either EUROSTAT or
the Statistical Services of member countries.

Comparison of the registered unemployed in different Member
States is complicated not only by the different definitions of
the population groups covered, thet legal provisions
governing benefits and the mode of record keeping 1), but also
by the type and scope of employment measures in individual
countries. All Community Member States apply employment meas­
ures to a greater or lesser extent. This has been one of the
factors leading to the emergence of population groups whose oc­
cupational status is no longer sufficiently clear to allow a
simple breakdown into the three categories that have long been
used, namely unemployed, employed, and not economically active
persons. It is therefore necessary to provide a clearer picture
of a given labour market by describing all these measures. Pro­
grammes for the unemployed are of greatest importance, as are
measures concerning the employed and those not economically
active, provided that such measures reduce unemployment.
For the statistical classification of persons participating in
these programmes difficulties arose in the case of situations
which do not fit into any particular category and which lie
between normal employment and unemployment, e.g. participation
in certain government-financed employment measures. The
International Labour Office recommendations on employment
statistics 2) include only a three-category division into
employed, unemployed and not economically active persons, which
